The Centre of Excellence Programme was established in Choiseul with the following objectives in mind:-

  1.   To encourage more participation in sports, healthy lifestyle activities and the creative arts.
  2.   Provide an avenue for the development of sports in the district.
  3.   Provide the forum for better trained personnel to impact their knowledge and skills
  4.     To provide better control over training sessions.
  5.   To allow employed persons an opportunity to get involved in physical activities by providing night facilities.
  6. Develop the human resource capacity thru sustainable training.
  7. To involve the community in activities which will improve the quality of life.

The strategies embarked upon include four main components:-

  1. A health and Fitness Component:-  this include gym work, aerobics class, regular walks, health lectures.
  2. Sports Training Component:-  training for coaches, a training program for young children between 8 and 15 years and special practice sessions for younger adults.  This component also involves evening sports programs for adults.
  3. The Media Center;-  this component is responsible for capturing events in Choiseul for documentation.  It is also responsible for maintaining the Choiseul web-site.
  4. The Skill Training Component.

The Skill Training program is specially designed to identify and organize special short term skills training program in collaboration with other agencies such as NSDC and the Ministry of Social Transformation. The aim is to enhance the ability of participants to become self-employed and subsequently reducing the level of poverty within the district.

In Choiseul the level of poverty in 2006/2007 was estimated at 38.4% while 8% of the population is considered severely poor.  Lack of qualifications and special skills created vulnerability in securing employment.  Concerns with poverty have been of major issues and many surveys have examined the reasons for the poverty in this district.  The Skill Training Programme is one of the several strategies that can be used to tackle this problem.
Some of the areas being implemented presently include:-

  1.   Training in Web-site Design.  Young people are provided free training to assist them in the development of web-sites.  Participants in this programme are using their hobby and turning it into an economically viable activity.
  2.   Business Training for young entrepreneurs.  This programme aims at providing participants with the basic theoretical topics in small business development and practical skills to enhance acquired knowledge.  The target audience is people who already have a business idea and are undeceive as to how to move to the next level.  The programme will allow participants to actually do a simulation of their business ideas.
  3.   Bartending.  This is a short term programme which will encourage participants to use their creativity to use resources available to them to manufacture all forms of beverages including juices, wines, rum-punch and other exotic drinks.
  4.     Making of Roti-Shells.  Participants will learn the art of making Roti-shells to provide the ever increasing number of restaurants on the island.  Recently there has been a severe shortage of the popular Roti on the island due to an unreliable supply of roti-shells.

Other Skill Training programme in the near future will include:-

  1. Food and Catering
  2. Information Technology (Basic Courses)
